Abstract

This study describes library strategies for enhancing reading literacy among elementary school students toward developing a globally oriented generation. A descriptive qualitative method was employed, with data collected through interviews, observations, and documentation. The informants included librarians, teachers, and students. Data were analysed using an interactive model involving data reduction, display, and conclusion drawing. Data validation was conducted through source and technique triangulation. The findings reveal that library strategies encompass the strengthening of library management and governance, the implementation of literacy programs as a core strategy, active involvement of the school community, supportive facilities and access for inclusive literacy, the completeness and relevance of reading collections, structural and operational barriers, student motivation as an indicator of success, promotional and communication strategies, and the effectiveness of library service systems. The implication is that well-planned and integrated library strategies significantly shape globally oriented reading literacy among elementary school students. Strengthening library management and governance should be prioritised in school policies to establish an effective and sustainable library service system.
