Abstract

The tourism conflict in Gunungkidul Regency, centered around Goa Pindul, has persisted for a significant period without a definitive resolution. The issues at hand include land disputes over the tourist site, competition for revenue collection, transparency concerns in tourism organization management, price wars among tourism organizations, conflicts between local communities and tourism organizations, poor service quality for tourists, concerns about the preservation of the cave's ecosystem, and internal conflicts within tourism organizations. The research problem is twofold: 1) the urgency of conflict management in Goa Pindul tourism from an equity perspective and 2) efforts to improve the welfare of Gunungkidul residents through tourism regulations. This research employs a normative juridical approach, collecting data through primary, secondary, and tertiary legal materials. The data analysis is descriptive-qualitative in nature.The findings indicate that conflicts among groups and land ownership disputes in the Goa Pindul area can be addressed through: 1) local wisdom, seeking the most effective ways to resolve conflicts, 2) a collaborative approach, aiming for a win-win solution where all parties share common goals, and 3) a legal approach, resolving disputes through the courts. However, it is crucial for the local government to mediate and provide solutions based on existing laws and regulations when applying local wisdom and collaborative approaches. The primary goal of conflict resolution is to address the root causes and create a more prosperous community. Therefore, the Gunungkidul Regency Government has the authority to take both preventive and repressive measures to restore a conducive, safe, and peaceful environment.
